POSITION SUMMARY:

MPLX Gathering & Processing Construction and Maintenance Engineering is seeking a Engineer III to support MPLX Pipeline Integrity and Maintenance Projects throughout G&P West. The Engineer III manages all aspects of assigned projects including initial feasibility review and development of project scope, estimate, schedule, engineering design, equipment and material selection, project bidding, contractor selection, construction oversight, management of change, personnel and process safety, environmental oversight and all other project tasks to successfully accomplish goals for capital projects simultaneously within a managed budget and execution schedule. This position will report to the C&M Engineering Manager.

KEY RESPONSIBILITIES:


  • Collaborates with affected departments during phase gated AFE Front-End Loading (Conceptual, Feasibility, and Definition where projects are initiated, concepts selected and front-end definitions developed) to vet resource estimates, schedules, business benefits, environmental/health/safety impacts.  Facilitates technical reviews to ensure detailed engineering meets corporate engineering standards. Develops project feasibility and supports economic analysis to determine viability. Prepares decision support packages for review and approval by management.
  • Experienced managing DOT (CFR 192 & 195) regulated pipeline integrity repair programs and projects.
  • Manages field construction teams who execute this OQ required work.  Developing and selecting Inspection companies, as well as third party construction integrity services to complete repairs in accordance with DOT regulations.  
  • Effectively works with field Company supplied field Construction Managers and Project Coordinators to insure proper execution aligned with company directives of Safety, Quality, and reliable operations, aligned with company culture.
  • Effectively manages multiple stakeholder feedback and drives clear alignment and communication across a multi-discipline project teams consisting of Operations, Business Development, Construction, Subject Matter Experts, and other ad hoc internal and external stakeholders. 
  • Monitors and controls project performance during Project Execution phase to ensure project meets agreed quality, cost and time parameters in safe and environmentally sound manner. May have contractor oversight.
  • Collaborates with Project Controls on project administration (scheduling, estimating, cost management, schedule management etc) so that project resources are optimized. Conducts productivity analysis to identify and resolve critical variances so that project can achieve established objectives.
  • Coordinates with Procurement in the development of a contracting plan, including engineering and execution resources.
  • Identifies risk factors and ranks as of level of threat posed to project's success during technical and location-oriented risk assessment. Develops and implements risk response plan to monitor and control risks throughout the project lifecycle.  This includes organizing and planning project HAZOPS and PHAs as needed.
  • Must be able to manage multiple projects simultaneously of varying magnitude and complexity from conception to commissioning and start-up.
  • Maintains accurate, thorough, and current project documentation.

EDUCATION and EXPERIENCE:


  • Minimum of Bachelor of Science in Engineering from a four-year accredited college or university.
  • Minimum 10 years' experience with Pipeline (Gas and Liquid), Terminal and/or Gas Plant Projects, and Project Management.
  • Previous experience in DOT 192 & 195 pipeline experience and terminal design and piping fabrication, pipeline and terminal operations, basic pipeline hydraulics, and tank devices is preferred.
  • Previous experience with DOT regulated integrity pipeline repair programs, as well as pipeline depth of cover and emergency response for both gas and liquid assets.
  • Previous experience with PSM covered assets is recommended.
  • CERTIFICATES, LICENSES, REGISTRATIONS: Current valid driver's license required.
  • COMMUNICATION SKILLS: Must have excellent verbal and written communication skills with the ability to communicate effectively with all levels of individuals/employees.
  • WORK ENVIRONMENT: Working additional hours, weekends and/or holidays to complete projects or meet deadlines; ~30 % travel with overnight stays; on-and off-road travel conditions; conditions requiring ability to distinguish distances between objects. Conditions include climbing ladders, crawling into confined spaces, climbing on, under, and over piping and walking on uneven ground. Conditions include working in high places, such as on top of a 40’ storage tank. Conditions include working in elevated and reduced temperature environments. Conditions include working near equipment that may have hydrocarbon odors. Conditions include the possibility to be fit tested for a respirator or self-contained breathing apparatus

MINIMUM QUALIFICATIONS:


Bachelor’s degree in engineering from accredited college or university required


Engineer G&P I: Typically has 0-5 years of relevant experience.

Engineer G&P II: Typically has 4 or more years of relevant experience.

Engineer G&P III: Typically has 7 or more years of relevant experience

Engineer G&P Sr: Typically has 12 or more years of relevant experience
